Salyer,Conley
Conley Salyer is an attorney and organizational consultant in private practice in Lexington, Kentucky. He limits his practices to representation of nonprofit organizations across the United States, including associations, stand-alone nonprofit organizations, and foundations. In addition to assisting with nonprofit startups and routine Board matters, he is experienced in the most complex legal matters such as: assisting nonprofits to create for-profit subsidiaries and joint ventures, helping nonprofits set up Congressional and State legislative relations programs, and designing mergers between nonprofit organizations.
Conley delivers training to federal agencies on grant and cooperative agreement management; he delivers similar training to recipients of such federal financial assistance. Conley is a visiting associate professor at Berea College, teaching management. He is an Examiner, Malcolm Baldrige National Quality Award.
From 2001-2006, Mr. Salyer directed the Small Business Development Division for the State of West Virginia. In addition to general management and supervision of a staff of 35 with a budget of $3.5 million, he undertook the additional duties of teaching governmental accounting standards to staff, implementing an ISO 9001:2000 quality system throughout the state, and directly reviewing and funding innovative private business applications for SBIR/STTR awards (Small Business Innovation Research/Small Business Technology Transfer program). During this same period, Mr. Salyer served as Vice Chairman of the national accreditation committee for the Association of Small Business Development Centers, personally completing accreditation reviews for nine statewide programs.
Prior to his state service, Mr. Salyer was President and CEO of the Regional Contracting Assistance Center, Inc., a nonprofit organization engaged by the Defense Logistics Agency to deliver procurement assistance to private companies seeking to do business with government agencies. He served in the same capacity for the State of Maine’s procurement technical assistance program, which included a separate defense conversion effort to help defense contractors expand their markets into commercial applications.
Mr. Salyer also served as national president of the Association of Procurement Technical Assistance Centers, which association comprises 93 nonprofit procurement technical assistance efforts across the U.S.Mr. Salyer has practiced in Maine and Kentucky in the areas of nonprofit law, commercial and criminal litigation, and tax law. His teaching experience includes adjunct work for the University of Maine, Community and Technical College (constitutional law, research methods) and New Hampshire College (financial accounting).
Mr. Salyer received his Bachelor of Science degree in Business Administration and Economics from Valdosta State University, his Juris Doctor degree from Salmon P. Chase College of Law, Northern Kentucky University, and his Masters of Tax Law degree from the Marshall-Wythe School of Law, College of William and Mary. He is licensed to practice law in Kentucky and Maine as well as before numerous Federal Courts including the U.S. Tax Court. Mr. Salyer is an active member of the American Bar Association’s Committee on Nonprofit Organizations and the Business Law Section.
